The Bloomsburg Police Benevolent Association otherwise known as the PBA was formed in 1987. The benevolent association is the social organization of the department whose mission is to perform acts of good will in the Bloomsburg community.
The non-profit PBA consists of a president, vice-president, treasurer, secretary and full time officers.
PBA membership consists of a membership fee where police officers contribute monies weekly to a fund established to make donations to community minded groups and organizations within the Town of Bloomsburg.
The following are organizations the PBA contributes to on a recurring basis:
- Bloomsburg High School Programs
- Bloomsburg Little League
- Bloomsburg YMCA Programs and Events
BA Annual 5K Run/Walk
Started in 2015, the PBA 5K is held at the Town Park on a Saturday in May during National Police Week. A portion of the proceeds is donated to the National Law Enforcement Officer’s Memorial Fund (NLEOMF). In 2015, we were able to send $1,500 to this fund on behalf of the PBA.

Local businesses and individuals contribute to our annual calendar to raise funds to support the PBA.
Annual Scholarship Awards
Every May the Bloomsburg Police Department awards graduating seniors at Bloomsburg Area High School with the following awards:
- James Den Kicki Urabe Award: This is a “good citizen” scholarship. The scholarship was developed in 1974 when a Japanese man by the name of James Den Kicki Urabe bequeathed monies to the police department to be given to a student who is a good citizen, is involved in the school activities, is of good character and maintains a high scholastic average. The faculty of Bloomsburg High School selects the recipient who will be pursuing a career in Law Enforcement of a degree in Criminal Justice.
- Charles “Chip” Coffman Athletic Leadership Award: This scholarship is awarded to one female and one male senior who is an outstanding athlete and a recognized leader in the community. Chip Coffman dedicated his life to the Town of Bloomsburg citizens serving the community as both Mayor and as a Police Officer. During Chip’s combined services, he worked with the youth of our community knowing the importance of balancing young adults athletics endeavors and organizational leadership skills.
- Bloomsburg Police Benevolent Association Award: This award was established to honor and remember all of our PBA members past and present. It is given to a senior who is pursuing a degree in Criminal Justice and/or career in Law Enforcement.
